As long as you've checked in your lost and found organisation first - he may have strayed outside his territory and got lost.
Have you put an ad in the local paper?

We would assume after a week he was a stray and take action to ensure he was not a stray any longer.

I put a collar with my phone number on Tramp (my stray cat) a week ago.

He never stays in all night but is here all day
