Are they indoor cats? A lot of people with indoor cats build pens in the garden for them to get fresh air without escaping from the garden. It could be that the cat that is meowing loudly is just very vocal and hasn't got used to being outside yet or gets anxious when away from owners.

If I'm not in the same room as one of my cats (that follows me like a shadow), he shouts the house down.

It just seems a bit strange, im not sure what their logic is in putting the kitties out in a shed from time to time.

I would def call the SSPCA, it's freezing just now even in day time and the cats are obviously distressed ;-(

It does seem very strange behaviour... I know the cry is unbearable as Dexter is like that going to the vets.

If they are not very old tho, why get them when they were about to have a baby?!

Unfortunately this happens as one of my cats is a result that someone that was pregnant got a kitten and then a week after the baby was born got rid of the kitten who they were saying was 5 months but was no way big enough and the vets were in agreement the kitten was 3 months old.  She has been with me since and is now 7 years old and very loved

Liz, The General was put in a shed with a run for a month and a half while he acclimatised to his surroundings. He is longer confined and chooses to come and go from the shed for food and warmth.  He's fed in their by his new mum three times a day and is very loved; the difference here is she'd love him to come in the house but he's not brave enough yet! (Which reminds me, there are new photos to put on his thread for Donna.)

Stuart, sadly I don't think they'll be breaking any law if there's food, shelter and water provided. The mental wellbeing of an animal is not very well protected by the Animal Welfare Act.

Stuart maybe pop in and have a look and a chat, it may be that their is heatpads and stuff and sometimes how folks care for their cats isn't how we look after ours

My outside ferals have heatpads, beds and food but want to live outside even in these bitter temps and snow

Yes , the run is attached, old neighbours had two dogs

There's One thing I haven't made clear in the post tho 

The Kitty's are not kept outside ALL of the time, I'd say they are inside mostly, and I wouldn't even say they are
put into the shed on a daily basis, it's just that I hate hearing the constant stressful meow from one of them
who Obviously does not like being in there  when they are in the shed, I'd guess it's usually for a few hours
although my next door neighbour told me that there was one time they were there for basically the whole day
it's just so heartbreaking to hear kitty meowing tho

Is it a shed with a run attached? No idea why they'd do that in all honesty. I don't know why some folks have animals share their lives either..... I agree with Sue, go the SSPCA route.

if they look like pedigrees, could they by any chance be a breeding pair? what about knocking and saying you had been thinking of getting a silver tabby and wonder if they breed? might just initiate a conversation about cats, and cat welfare

what would you do if they said they didn't really want them anymore, though - could you take them in?

Stuart, I empathise.  Similar problem, similar feelings of being torn.  I would say go via the SSPCA route first - it leaves you an avenue of "concerned neighbour" later if you need it, and you can always say that someone else had mentioned to you that they'd heard the crying and were concerned. 

I dont know why some people get cats.

If you hardly see them then there's no harm in going round and telling them their cats sound distressed and you're worried.

I hate people who have babies and then can't be bothered looking after their animals.

sspca might be easier if you don't want confrontation with them, unfortunately as with little dickie hanging around Sue's we all have different ideas of what is proper care

shed has also a wire mesh part to it ( quite large )

They are newish neighbours and I have never seen their Kit's OH has, and they look like silver Tabbys?
not too old, but not kittens either

this has been for over 3 months now, but what is tearing at my heart strings is the type of Meow 

They are not out there All the time, but when they are ( like just now ) and it's bloody freezing btw
one of them will meow constantly, you know the type of meow, where it sounds stressed and upset 
but it does not give up, just a constant , meow, meow, meow, meow, meow etc etc

I do know they have recently just had a baby and wonder if that is why they get put outside?? I would love to
go over and ask em what is going on? as Kitty is obviously freaked  but don't want to upset the new
neighbours ( I hardly see them anyway )

Just wish poor kitty wouldn't meow so
