Blackburn Cats protection have kittens born in January - not ready to go I don't think and they are probably in someone's house as the branch doesn't have many fosters but they are there.  Moggies in Darwen usually have kittens and Blackburn Cats Rescue could also have some - neither of the last two have websites.

I know it's not traditional kitten season.  Someone on work intranet has posted that they are still looking for kittens.  She says she has tried local rescuesl.  I was going to post a link to cat chat but the site is blocked on work pcs.  I thought that if anyone knew of anywhere that had kittens I could let her know.  I get the impression she is determined to get kittens rather than adults and will go wherever she has to to get them.
