If not, then this is the kiind of person who should be banned from EVER keeping an animal. If true, take him to the vet NOW - worry about paying for it later.

I've had cats and been poor - I went without so they got whatever they needed, and they went to the PDSA if they needed treatment (I was on hardship benefit at the time).
When Vlad got hit by a car, he wasn't insured. We had no idea how we were going to pay, but he was at the vet within half an hour - at night (well, evening).

Assuming this is real, take him to the vet NOW, or take him to a shelter so he can be looked after by somebody who's able to. Leaving him in agony till morning is simply inhuman, and intolerable.
