You could always try the paper collar with your phone number on, to get an owner to give you a call, then just state your concerns re: the cat.  It may be that it has a medical condition and can only eat prescription food.

recently there has been a long haired tabby cat roaming our neighbourhood.  It (I think it is a she but not entirely sure) is desperate to go into anyone's house and is always ravenously hungry.  It is immaculate however, ie does not like it has been straying.  It has a collar but no disc.  It just ran in my house when I came back from shopping and has eaten a full tin of food without stopping for breath.  We have no idea if it has a home, it slept in my neighbour's house last night and in another neighbour's another night.

Any suggestions?
