I can only guess that the ones that come up to the fence when people are around are up for some interaction - it seems the same ones hang around the fence all the time.

Well I love the tabby with the mushed up face
The ragdoll didn't seem very feral to me. She was pushing up against the wire and letting me rub her chin.
