I going to start a cage and aviary bird rescue as there does not seem to be a co-ordinator in the cheshire area.  Birds that go missing are not traced if they go to a different area.  They are just rehomed in the area they are found in.
I have found this out since Charlie escaped on 30th june.

Any ideas would be great.
