Well they do have the message now by the HC refusal, even if the RSPCA doesn't following through.
I did try as firmly as I could to make them understand puss was uncomfortable and they should do something, but without the powers the RSPCA has, it's all about my opinion over their's, isn't it?
As some as said, would it be acceptable to leave a elderly person with matted hair, even if they did try to knock you block off when you approached with a brush?
No, of course not. Everyone and everything is entitled to a bit of comfort and dignity.
But the nerve of these people thinking they would be viewed as caring, responsible owners and good enough to give two vulnerable puppies to! It was like the cat was invisible and didn't matter due to it's age!
