A vet will probably insist they are started from scratch. Does he go out?

I wonder if anyone can help? I cant seem to find the answer online
My elderly neighbour has a cat who is about 10 years old. She is confused about his vaccination status. So we found a vaccination certificate and it seems he was given the double initial dose 2 weeks apart in 2016 (I dont know why nothing before then) but she cant remember if he has had anything since. (It seems unlikely tbh) I have offered to take him for a vaccination to update him. She is worried about cost, To put her mind at rest (?) will he need to start again with the double dose or have one of the annual ones? I can check with the vet on Monday of course but she will worry constantly until then.She doesn't have family to help
