Try tools>options>internet options>browsing history>delete... check that 'temporary internet files' is ticked and whatever else you want to delete is ticked then click 'delete'.

OR

Try tools>internet options>general tab>(browsing history)>settings and make sure 'check for newer versions of webpages' 'every time I visit the web page' is selected.

which version? and have you ttried with chrome to see if the hat appears, if it does it sounds like IE maybe corrupted, the versions after 6 are not that good.

If you are using the latest version.........9 I think then would try taking it off and reloading, from chrome............I am not sure but think you will need to have another browser running to be able to do this.

I still don't have a xmas hat on my home laptop but I do have it on work pc. I think this is something to do with clearing my cache or something??? When I delete my browsing history, passwords etc. at home then go back into purrs it logs me straight in and doesn't ask for my password so it's not clearing whatever it has to clear! I don't know what else to do to get purrs in festive mode! Any suggestions? I have windows 7.

I don't even have the Purrs logo just a red banner telling me my browser is obsolete.

Try turning your pc off and back on - it might appear. That seems to be what happened to me.

The snow is there but its very hard to see and ontop of Purrs .......if you look very carefully the diagonal lined back ground isnt there above the Purrs lol.
