I am a member of a few dog forums, and this was posted on one of them, it is obviously a "cross post", but you will understand why I thought it useful to post it on here. I can see now reason why they would stop at cats either.

one of our members has passed on the following information:
A policeman who works at Plumstead Police Station said that at the moment in London it’s a very dangerous time for small dogs. There’s apparently two major dog fights coming up and they’ve been tipped off that the offenders are taking/stealing small dogs to use as bait to get the smell of the blood into the noses of the fighters!
Keep an eye on your dog.
