For the biting and scratching: distract him.
First, say a firm "NO!" then throw something to the opposite side of the room. He'll stop thinking about biting or scratching and become interested in his new game.
At 8 weeks he's still going through the process of learning to hunt via play; if you move your fingers, though you might not realise you're doing it, in a provocative manner, he thinks you want him to "catch" you. Mother cats do this by wagging their tails. Mother cats also chew off the whiskers of any kitty that gets too boisterous, though I'm not suggesting you do that.

Are you playing with him lots? Use the kind of toys which you hold away from yourself, like the "fishing rod" type, or "da bird".
Generally sounds like he has masses of energy and wants an outlet for it. This will help him sleep better too.
