I am afraid that the only time they are "Regulated" is when there are welfare concerns. As we all know, queens are bred on an indiscriminate basis for babaies to then be sold for £30 plus, sickly, undernourished, taken from mum, poorly socialised wretches that they are. And what they cannot get rid of at the end of the season is left for the rescues to pick up or are dealt with in other ways.
The majority of people that buy these little ones then think it is an easy way to make money and the cycle starts again.
