Not seen that particular one, but I have bought a similar type of thing from PAH (I think) in the past.  It sort of wobbled in a random way when pushed around.  Neither of my 2 bothered much with it, but then again they aren't generally interested in toys that don't do anything.  They prefer interactive stuff.
